What is Hertfordshire Heroes?

Hertfordshire Heroes is the name used to promote the Hertfordshire Armed Forces Covenant Board who work in partnership to deliver the Armed Forces Covenant locally. It brings together business, military organisations, charities, NHS and local authorities in a shared commitment to ensure that those who serve and have served in the Armed Forces, and their families, are treated fairly. The Board aims to:

  • Ensure that veterans and those in the Armed Forces Community are not disadvantaged in accessing services; recognising that special consideration is appropriate in some cases, especially for those such as the injured and bereaved.
  • that the sacrifices made by members of the Armed Forces Community are recognised and remembered; and
  • encourage the integration of service life into civilian life.

What is the Armed Forces Covenant?

The Armed Forces Covenant is a promise by the nation ensuring that those who serve or who have served in the Armed Forces, and their families, are treated fairly. The covenant focusses on helping members of the armed forces community have the same access to government and commercial services and products as any other citizen.

Local authorities and the Armed Forces community are encouraged to work together to establish a Covenant and, in 2011, Hertfordshire launched one of the first.

What is the Armed Forces Covenant Duty?

The Government recognised the need for more consistent delivery of the Armed Forces Covenant across the country and therefore, in 2021, introduced new legislation in the form of the Armed Forces Covenant Duty which came into force in late 2022.

The Duty places a legal obligation on public bodies to pay ‘due regard to the principles of the Covenant’ and requires decisions about the development and delivery of certain services to be made with conscious consideration of the needs of the Armed Forces community. The Duty applies to organisations responsible for delivering education, healthcare, and housing services, such as local authorities, NHS trusts, and schools and academies, for example. Find out more information for what the Armed Forces Covenant Duty means for organisations in scope.

Who we are and how we work

The Board is made up of representatives from nearly 30 organisations including a champion from each District and Borough Council, business, charities, public health, Ministry Of Defence, the NHS and the military. The Hertfordshire Armed Forces Covenant Board is Chaired by Cllr. Fiona Hill and managed by Hertfordshire County Council.
